阿尔法·依克巴尔博士：＂走出去＂中企要更加关注社区和本土员工

阿尔法•依克巴尔博士：

巴基斯坦驻北京大使馆商务参赞，曾在美国哈佛大学、麻省理工大学和英国利兹大学读书。早些年，她曾在德国工作，曾同巴基斯坦总理在一起供职三年。她在巴基斯坦贸易发展局、联邦税收委员会和卫生部都有过工作经历。

2013年中国和巴基斯坦共同提出建设“中巴经济走廊”计划，此举为中巴之间的务实合作搭建了战略框架。这条走廊一端位于中国新疆喀什，另一端则连接巴基斯坦西南瓜达尔港口，是一条包括公路、铁路、油气和电缆管道的贸易通道，也被普遍认为是“一带一路”战略推进的开局之作，旗舰项目。今年4月习近平主席出访巴基斯坦更是签署了价值460亿美元的大单，再一次引爆了巴基斯坦的“中国热潮”。

中国企业在“中巴经济走廊”区域的投资现状如何？巴方对于境内中国企业社会责任方面的表现如何？又有哪些期待？中方企业所关心的安全问题巴方政府如何来保障？5月14日，WTO经济导刊记者来到巴基斯坦驻华大使馆，采访了商务参赞阿尔法•依克巴尔，帮助“走出去”的中国企业“探风”、解惑。

中巴经济走廊南起点：瓜达尔港

参赞女士工作挺忙，按约定已经推迟了一个小时的访谈不得不由于其重要会议未结束又推迟了十几分钟。于是，被工作人员引领到其使馆办公室等待。办公室陈设很纯朴，略显陈旧的家具、电视以及墙上的地图等都给人一种“家”的感觉。窗外绿意葱葱，屋内静谧温馨，这种等待的感觉其实也挺好。

约十分钟后，结束完会议的参赞女士风风火火地赶来，一脸歉意，最近比较忙啊（参赞确实挺忙，光访谈间就被打入了三个工作电话）！第二次见面了，参赞女士依旧微笑盈盈、友好如故。访谈间，她总是刻意放慢语速来方便我和我的同事，还细心询问我们是否明白了她的英语，非常贴心。她向我们介绍了中巴之间的经贸合作现状，表达了对中国企业的欢迎和期待，当然也直言不讳地谈了自己对中国企业在社会责任理念方面的看法，访谈结束时已经中午12点多了，参赞依旧友好配合，整个人访谈令人十分愉悦。

中企赴巴投资迎来新契机

WTO经济导刊：您如何评价中国企业在巴基斯坦矿业、能源、基础设施、交通等领域的运营情况？

阿尔法•依克巴尔：中国和巴基斯坦是铁杆朋友和全天候战略合作伙伴。随着近些年的发展，在中巴两国深厚友谊的前提下，双边正在逐步加强务实的经贸合作。习近平主席提出了通过建设“新丝绸之路”和“中巴经济走廊”来实现区域一体化的愿景，而巴基斯坦就正好位于区域经济活动中心。在强有力的双边政治承诺下，中国在巴的商业投资也迎来了新的提升契机。

将中国新疆喀什和巴基斯坦瓜达尔连接起来的“中巴经济走廊”包括了许多方面的大型合作规划，如能源、交通、机场、自由贸易区、陆地港、铁路等，整个项目预计投资达460亿美元。因此，在“中巴经济走廊”的积极外部效应下，许多联合项目都处于进行中。今后，除了政府间，两国多个领域的私营企业也将开展大量合作活动。金融机构间的合作也得到了两国政府的支持，比如，中国工商银行已经在巴基斯坦开了三个分支，其中第三个是在上个月开放的，巴方的两个银行在中国开放分支机构的项目也正在筹备中。

WTO经济导刊：在“一带一路”倡议下，巴基斯坦驻华使馆对中巴贸易合作有什么期待，或者说这将为双方深化贸易合作带来哪些新的契机？

阿尔法•依克巴尔：“一带一路”是习近平主席为实现区域一体化和经济崛起提出的一个有远见的概念。并行宣布的“中巴经济走廊”蓝图将中国西部与巴基斯坦南部的瓜达尔连接起来，这是对新丝绸之路的向南延伸，同时它还把新丝绸之路的南端和海上丝绸之路的北端连接起来。

因此，巴基斯坦成为了“一带一路”上一个非常重要的国家。占据战略位置的巴基斯坦，通过陆路可以将中国与印度、阿富汗和伊朗连接起来，同时，中国距离非洲和中东的距离也将通过海运航线大大缩短。

另外一个推动中巴经济关系的实事是巴方给予中国企业的普遍优惠加惠制计划（欧盟给予发展中国家和最不发达国家的一种特殊激励），这意味着中国企业在巴基斯坦生产的任何商品都可以运往欧洲市场而不被收任何税收。不同行业里的中国企业均可利用这一特许权，通过组建合资企业或将工厂转移至巴基斯坦境内来获益。

总之，目前的整体形势为两国增强经济联合发展提供了非常有利的环境。

中企需按国际框架制定CSR规划

WTO经济导刊：中国企业在巴基斯坦各领域开展了广泛投资，您如何看待中国企业投资巴基斯坦的优势或潜力？它们在履行企业社会责任方面的表现怎样？

阿尔法•依克巴尔：中国企业在巴基斯坦市场的潜力是巨大的。正如我前面所说，长期以来两国间兄弟般的关系，加上双边联合经济发展的强有力的政治承诺，以及“中巴经济走廊”的宣布和中国企业海外投资热情的上升趋势，都为中企在巴投资提供了一个非常令人鼓舞的前景。

对于企业社会责任，我想说，中国企业通常没有把这个概念融合到他们在巴的工作中。其实，在巴基斯坦，大型的中国企业是会参与慈善活动的，然而，同做慈善相比，企业社会责任是一个不同的机制，目前，企业社会责任是有一个国际标准的。中国企业正处于快速全球化的进程中，向全球范围内优秀的企业学习如何做好CSR实践，是绝对重要的。

WTO经济导刊：就促进在巴中资企业更好融入本地社区，实现可持续发展方面，您有哪些主要的建议，或者说它们尤其要关注哪些社会责任议题，从而实现共赢？

阿尔法•依克巴尔：毫无疑问中国企业应该加强与当地社区的融合。首先，巴基斯坦人民对中国企业和中国民众的接受度是非常高的，这对中国企业在巴开展业务来讲是有优势的。其次，加强企业与社区的沟通和联系，将有利于双方建立文化、社会和经济纽带。我建议在CSR的框架下，中国企业应该为其员工以及工作区域内社区群众的健康制定规划项目。

中国企业已经从事了许多慈善活动，但慈善和企业社会责任之间应该有一个明确的界定。在CSR国际标准框架下，中国企业应该制定长期的，可见的CSR实施计划，如关爱员工及其家庭的健康、教育、职业培训等。同时，企业也应该将所开展的CSR活动公开宣传，进行有效传播，进而促使得企业得到当地社区更多的善意评价。

WTO经济导刊：安全保障是赴巴投资企业的重要关注点之一，巴基斯坦为此作出了哪些努力？

阿尔法•依克巴尔：为了解决外资企业的安全问题，巴方政府正在夜以继日地工作。整体来讲，巴军方采取了诸多措施来保证法律、秩序的稳定，并且工作成效很显著。就保护中国企业来讲，巴政府也专门采取了特殊手段来保证中国企业的安全。为完成这一目标，专业保安培训已经开始。在省级和地区层面还特别建立了安全哨卡，方便登记出入或到访的人员，以此来确保中方在巴人员的安全。

老于点评

莫要辜负“天时地利人和”

中国和巴基斯坦的关系可以用兄弟般的情谊来形容，长期以来，两国的经济、政治、文化交流便十分密切。伴随着“一带一路”战略的推进实施，巴基斯坦的战略位置和战略意义更显突出。传统的渊源加上时代的机遇，决定了中国企业在巴基斯坦的发展空间广阔，也就尤其需要中国企业经营好在巴基斯坦的合作交流，不辜负“天时地利人和”。

就中国企业在巴基斯坦的经营，巴基斯坦驻华参赞依克巴尔和我们沟通数次，这次在接受我们专访时，详尽而系统地告诉中国企业该如何在巴基斯坦做好做大，这些观点坦诚直接、弥足珍贵，中国企业应该认真思考。

在这种情况下，无论从巴基斯坦对中国企业的要求来看，还是中国企业在巴基斯坦长远运营的考虑来看，社会责任都是一个不能回避和必须做好的事情。兄弟情谊是需要相互发展、合作共赢来维系的。任何以为关系够铁就可以为所欲为、不按规矩办事的思想和行为都是十分危险的。

巴基斯坦对中国企业张开兄弟般的怀抱欢迎，中国企业进门之后更要像兄弟一样，爱护当地的环境，厚待当地的社区和人民，给巴基斯坦创造更多的价值。唯有如此，中巴友谊才会因经贸往来更加牢固，中国走出去企业也才有更好的发展。

Dr. Erfa Iqbal， Commercial Counsellor Pakistan， Beijing， an Eisenhower Fellow， educated from USA and UK， atHarvard University，MIT， andLeeds University， is a civil servant by profession for morethan 19 years.

Earlier she has served in Germany， and also worked with the Prime Minister of Pakistan for three years， and in different capacities with Trade Development Authority of Pakistan， Federal Board of Revenue and Health Department.

Interview

China WTO Tribune:What are your comments on the current situation of China’sbusiness investment in Pakistan?

Erfa Iqbal: China andPakistan are all weather friends and have strong brotherly relations. With recent developmentsthe friendship is now rapidly changing its nature and focus is shifted moretowards joint economic development. President’s Xi Jinping’s vision of regionalintegration through New Silk Routes， andChina Pakistan Economic Corridor， hasplaced Pakistan in the middle of regional economic activity. Backed by strongpolitical commitment on both sides China’s business investment in Pakistanmarket is witnessing new hikes.

China PakistanEconomic Corridor， connectingKashger (China) with Gwadar (Pakistan)，includes a number of mega projects of energy，transport， airport，Free trade zone， Dry port ，Railway， and others. Theestimated investment amount is $46 billion.

As positiveexternalities of CPEC a number of allied projects are also under way. Hence， inaddition to G2G， there is a hugeactivity started between private companies on both sides， invarious sectors.

Banking facilities are also supported by both governments. ICBC has now three branchesin Pakistan. The third one is recently opened up last month. Two Pakistani bankare in the process of opening up their branches in China.

China WTO Tribune:Chinese enterprises have extensive investments inPakistan. How do you view their advantages or potential during the cooperation?And their CSR performance?

Erfa Iqbal:Thepotential for Chinese companies is huge in Pakistan market. As I said earlier，brotherly relations，coupled with strong political commitment on both sides for joint economicdevelopment，announcement of CPEC， andrising trend of Chinese companies for outbound investment present a veryencouraging picture.

As for CSR，Chinese companies generally have not incorporated this concept in theirworking. In Pakistan， bigChinese companies are engaged with philanthropy activities. However， CSRis all together a different mechanism. It is an international norm now. ChineseCompanies are rapidly going global and it is absolutely important that theyfollow the best practices across the globe.

China WTO Tribune:Would you please give some advice for Chineseenterprises better integrating into local communities in your country? What arethe CSR issues that they should pay special attention to?

Erfa Iqbal:Chineseenterprises should undoubtedly intermingle with local communities. First of all，their acceptance by Pakistani people is very conducive. Secondly，connection with the community will benefit both sides to build up cultural，social and economic ties. I suggest that under the head of CSR，Chinese companies should plan projects for the well being of their employees aswell as local communities in their work area. They are already engaged in anumber of philanthropic activities. But there should be a clear demarcationbetween philanthropy and CSR. Following the International Model Framework forCSR，long term and visible projects should be planned eg the ones focusing on healthand education for the families of employees，vocational training and likewise.

TheCSR activities should be made public as well to earn further good will ofChinese companies in the local communities.

China WTO Tribune:Under the background of the “One Belt and One Road”initiative，what are expectations for Pakistan Embassy in Beijing? Will the initiativebring some new opportunities for deepening Sino-Pakistan business cooperation?

Erfa Iqbal:OneBelt One Road is a visionary concept of President Xi for regional integrationand economic uplift. A parallel announcement of China Pakistan EconomicCorridor，connecting Western China with Gawadar port in the south of Pakistan， isthe Southern Extension of new silk routes. It also provides a link between newsilk routes in the north and maritime silk route in the south. Hence，Pakistan becomes an important country along the One Belt One Road.

Thestrategic location of Pakistan will connect China with india ，Afghanistan and Iran through land routes，while distance to Africa and Middle east will also be considerably reducedthrough the sea route.

Anadded boost to Sino-Pakistan economic relations will be given by the fact thatPakistan qualifies for GSP plus scheme， which means that any product manufactured inPakistan can get access to European market without any duty. China can surelyavail this concession by forming Joint Ventures and shifting their productionunits to Pakistan in different sectors. The overall situation is very conducivefor both countries to increase their joint economic development.

China WTO Tribune:Business Safety has been one of the major concernsfor foreign investments in Pakistan， so what are the plans or policies that Pakistanauthority going taken to assure them?

Erfa Iqbal:PakistanGovernment is working day in and day out，towards solving the security issue. Generally speaking，Pakistan Army has initiated many operations to control law and order situationand their progress is remarkable.

Specificallytalking about Chinese companies， special measures are taken by the Government forthe security of Chinese companies. Training professional security guards areengaged for the purpose. Special security cells are also established at theprovincial and district levels to register the visiting Chinese companies andensure their security.
